Microsoft's Azure right management is the closest competitors to the APF IPAC. Its strength lies on its integration with MS sharepoint and office suite, and it ends there too. It is close minded to support only office suite document, text and selected images files. If you are using any other applications, it doesn't support it. APF' IPAC on the other hand, with its open architecture, can support any files.  The real difference is that IPAC support centralized access control policies to allow organiazation to asset full control of the access to the protected information, and take the decision making process out of employee's hand. Azure RM attaches the permission to the individual files and can not be changed.
